Just before arriving at College Avenue on its journey eastward, the normally tranquil Spring Creek (typical flow rates of about 2 - 10 cu. ft. sec.) meanders through an undeveloped lowland area of about fifty acres (hatched area in figure) which is situated just west of a nineteen foot high railroad bed. The open-space is designed to be a massive detention pond, and is meant to control 500-year flow rates. By 10:30 p.m. this 16,400,000 cu. ft. volume was nearly full as water poured in from the west at the phenomenal rate of 8,250 cu. ft. per sec.
